The Western States Highway Equipment Managers Association (WSHEMA) was established in 1969 to promote and encourage information and technology transfer through member states and related agencies. WSHEMA meets annually in one of the 13 western states. Information shared between state DOT's includes:

- Promotion of new and innovative equipment purchasing methods
- Equipment performance comparison and discussion
